In 2025, the Ministry of Health of the Republic of Adygea is offering 86 target-enrollment seats at Maykop State Technological University (MSTU) across three medical specialties. The volume of the order signals a significant shortage of qualified physicians in the region and gives applicants relatively favorable odds of securing a tuition-free place.

As of this publication, the Ministry of Health of the Republic of Adygea has not replied to our formal inquiry. Everything below is based on independent research: regulatory acts, vacancy listings on the «Work in Russia» portal, job boards, regional news outlets, and statistical databases.
Independent Research: What Actually Awaits a Target-Contract Physician in Adygea
1. Zemsky Doctor and Regional Support Programs
The federal «Zemsky Doctor» program operates in Adygea. The standard lump-sum payment for physicians relocating to settlements with populations under 50,000 is ₽1 million. Adygea does not fall under the Far North classifications established by Government Decree No. 1946, so the higher ₽2 million rate does not apply here.
One notable regional development: in March 2025, the Cabinet of Ministers of the Republic of Adygea adopted Decree No. 37, which allows Zemsky Doctor participants to change their workplace once. The conditions — a supplementary agreement and a transfer to an equivalent position in a similar-type settlement. For a target-contract graduate, this matters: if the assigned facility turns out to be a poor fit, there is now a legal route to transfer without losing the payment or violating the contract.
That said, the Zemsky Doctor contract is a separate, additional commitment on top of the primary target contract. The 5-year Zemsky Doctor service period typically starts only after the 3-year target-contract obligation is fulfilled. Sign both, and the total regional commitment runs to 8 years.
2. Settling-in Payments and Special Social Benefits (SSB)
No regional lump-sum settling-in payments were found for Adygea. The federal Special Social Benefit (SSB) program, substantially expanded in March 2024, is the main income supplement available.
SSB amounts depend on the population of the place of work. In a small town, the annual SSB alone reaches ₽600,000 — and none of it is subject to personal income tax, nor does it factor into average-earnings calculations.

That is more than four times the 2025 subsistence minimum for working-age residents in the republic (₽16,623).

5. Housing: Three Programs vs. Market Prices
Adygea runs three separate housing support programs — a broader offering than most comparable regions.
Mortgage down-payment subsidy. Physicians recognized as needing improved housing conditions can receive a one-time payment covering 15% of the mortgage value, capped at ₽250,000.
Service housing with future ownership rights. Regional law provides for service housing under a social tenancy agreement, with the option to transfer it into the physician’s ownership after 10 years of continuous employment in state medical organizations. The implication for a target-contract graduate: stay in the region for the 3-year contract period, then another 7 years, and the apartment becomes yours.
Land plots. For physicians in scarce specialties willing to work in Maykop or Adygeysk, land may be allocated free of charge for individual residential construction or smallholding.

6. Internship Costs: The Numbers No One Advertises
No financial support for target-contract students during internships was found for Adygea. The contract requires practical training at regional medical facilities. For students studying in Krasnodar, Rostov-on-Don, or Moscow, every internship round means out-of-pocket travel and accommodation.

7. Choosing a Workplace
Since May 1, 2024, target-contract offers must be listed on the «Work in Russia» federal platform, and applicants select a specific offer themselves. The intent was transparency.
In Adygea, the system has a wrinkle. The sponsor listed across all 86 MSTU seats is the Ministry of Health of the Republic of Adygea — not a specific hospital or clinic. The workplace field reads: «Republic of Adygea.» No district, no facility name.
The actual assignment happens later, typically in the final year of study. Whether that means Maykop or a rural settlement two hours away — unknown at signing. The SSB difference between those two scenarios is ₽31,500 per month.
8. Contract Terms: Transfers and Termination
Termination without penalty
Government Decree No. 555 of April 21, 2024 defines the grounds for early contract termination without repayment of tuition costs. These include: a disability classification of Group I or II for the student or a parent; the need to care for a Group I disabled close relative with no other legally obligated caregiver; or relocation of a military spouse to a new posting.
Changing the assigned workplace
In most regions, reassignment within the same contracting organization requires consent from all parties and documented justification. Adygea has Decree No. 37, which explicitly permits a one-time workplace change within the Zemsky Doctor program. While this applies to the Zemsky Doctor contract rather than the primary target contract, it indicates where the regional Ministry of Health stands: willing to negotiate.

Pros and Cons
Reasons to consider Adygea
Three housing programs in one region — mortgage subsidy, service housing with ownership potential after 10 years, and land allocation — cover a broader range of situations than most comparable regions offer. The SSB of ₽50,000/month in smaller settlements is tax-free and persistent: over the first year alone, that is ₽600,000 on top of salary. Decree No. 37 creates a documented precedent for workplace flexibility under Zemsky Doctor. With 86 seats across three specialties at a single university, admission odds under the target quota are reasonable.
Reasons to hesitate
The contract is signed with the Ministry as a whole, not a named facility. The actual workplace — and therefore the exact SSB rate — is unknown until the final year of study. The base salary of ₽12,415 is guaranteed; everything else depends on variable incentive payments and whether the facility meets its performance targets. Students studying outside Adygea pay all internship travel and accommodation costs themselves. The 3-year target contract looks short until you account for the fact that Zemsky Doctor adds 5 years and housing ownership requires 10 — the most attractive benefits are tied to staying 5 to 10 years longer.
