Wrong SSCC Label Stops Your Shipment at Russian Customs. Technical and Legal Requirements for Importers


A truck carrying a shipment of goods stands at a border checkpoint. The inspector scans the label on a pallet, and the system throws an error: the code is unreadable, or this pallet is missing from the «Chestny ZNAK» database entirely. What follows is unloading, recounting, and a physical inspection — two to three days of downtime plus storage costs at a temporary storage warehouse (TSW).
This is the exact price of a transport marking error. The Serial Shipping Container Code (SSCC) is no longer just a warehouse convenience. With the development of the «Chestny ZNAK» system, it has become a legally significant identifier upon which the release of goods directly depends. Importers who treated SSCC as a «logistics issue» are now facing administrative cases under Articles 15.12 and 16.2 of the Administrative Code of the Russian Federation (KoAP RF).
This article examines how the SSCC is structured, what technical requirements Russian legislation imposes, how integration with state systems works, and which errors lead to delays at customs.

How SSCC Became a Mandatory Requirement

Five or six years ago, transport marking was regulated primarily by corporate standards and GS1 recommendations. The state viewed the label as a purely commercial tool.
With the launch of mandatory digital marking, the picture changed. Resolution of the Government of the Russian Federation No. 515 dated April 26, 2019, «On the System of Marking Goods with Means of Identification» (hereinafter — PP No. 515) established the obligation of trade participants to transfer aggregation data to the State Information System for Monitoring Goods Turnover (GIS MT). The operator of GIS MT is the CRPT (Center for the Development of Advanced Technologies), known to consumers under the «Chestny ZNAK» brand.
Marking rules for specific product groups — footwear, tires, perfumes, dairy products, medicines, and others — explicitly require applying international GS1 standards to transport packaging. The Transport Packaging Identification Code (KITU), anchored in Russian regulatory acts, is essentially the same as the SSCC: the only difference is that KITU is defined within the Russian legal framework, while SSCC is the international GS1 technical term.
Technical Regulation of the Customs Union TR CU 005/2011 «On Packaging Safety» establishes that marking must be accurate, readable, and accessible for identification. The regulation does not name SSCC explicitly, but in practice, the presence of a correct aggregation code has become the standard for confirming traceability during import.

The Structure of the SSCC Code

The code consists of 18 digits. Its structure is defined by the GS1 General Specifications and ensures the global uniqueness of every single transport unit.

The core characteristic of the code is that it carries no information about the product itself. There is no country of origin, no SKU, and no weight embedded inside. All of this information is stored in the GIS MT database and is linked to the SSCC as a lookup key. Scanning the code opens access to the full hierarchy of nested items: which specific serialized numbers (SGTIN, Serialized Global Trade Item Number) correspond to the contents of the box or pallet. This is the «License Plate» principle — by analogy with a vehicle license plate: a single scan replaces the manual counting of thousands of individual units.
When managing the numbering capacity, the quarantine period must be taken into account. Reusing the same SSCC is only permissible after the previous unit has been fully withdrawn from circulation; within GIS MT, it is recommended to maintain an interval of at least five years to avoid collisions in historical records.

The Physical Label and Standard Requirements

The interstate standard GOST ISO 15394-2013 «Packaging. Bar code and two-dimensional symbols for shipping, transport and receiving labels» establishes the technical requirements for a label bearing an SSCC. In terms of content, it is an authentic translation of ISO 15394. Application of GOSTs in the Russian Federation is formally voluntary, but references to this standard in the «Chestny ZNAK» regulatory framework make it de facto mandatory for imports.

Symbology and Print Parameters

The SSCC is encoded in the GS1-128 format — a variant of Code 128 with a mandatory FNC1 functional character at the beginning of the data string. This character signals to the scanner that the data is structured according to GS1 rules. The Application Identifier (AI) with the prefix (00) is placed before the body of the code. The parentheses around the AI are only a visual representation for humans; they are not encoded in the barcode itself. Programmers who include parentheses in the encoded string produce a code that validation systems cannot read.

The minimum narrow element size (X-dimension) for logistics labels is 0.495 mm, and the maximum is 0.94 mm. The standard office size of 0.25 mm is completely unsuitable for long-range warehouse scanners. The minimum bar height is 32 mm.

Printing Technology

For international logistics, there is only one reliable option: thermal transfer printing (paper plus a wax/resin ribbon). It ensures resistance to moisture, friction, and fading for up to five years. Direct thermal printing («thermal receipts») is unsuitable: such labels turn black from heat and fade in sunlight within two to three months. A label applied before shipment from Asia risks becoming unreadable before it even reaches Russian customs.

Label Placement and Structure

Labels on a pallet must be placed on at least two adjacent vertical sides: the long side and the short side. The height from the floor must be between 400 and 800 mm; placement on the top horizontal surface is not permitted. On boxes, the label is affixed to a side face, not on seams, folds, or under packing tape.
A common error during palletization is pasting the label underneath layers of stretch wrap; the glare from the film makes laser scanner reading impossible. The SSCC label must be applied on top of the final layer of wrap.
A standard GS1 logistics label consists of three zones. The top zone contains free-form information (logos, addresses), the middle zone duplicates data in large print for manual processing (HRI — Human Readable Interpretation), and the bottom zone is reserved for barcodes. It is recommended to place the SSCC as a separate barcode in the bottom zone, without combining it with other data fields: if the label is damaged in the batch number zone, the SSCC code will remain readable.

Aggregation in «Chestny ZNAK» and Customs Interaction

GIS MT stores a hierarchical tree of links between codes. An individual product carries a DataMatrix code (SGTIN). When packed into a box, an aggregation is created: multiple SGTINs are linked to the box’s SSCC. When a pallet is assembled, several box SSCCs are linked to the pallet’s SSCC. This two-level structure must be submitted to the system before the customs declaration is filed.
The operational chain works as follows:
1. The manufacturing plant generates the SSCCs, links SGTIN serial numbers to them, and sends the importer an XML file containing the code hierarchy (or an ASN — Advance Ship Notice).
2. The importer uploads the file into their «Chestny ZNAK» personal account using the «Aggregation Formation» document. The status of the codes changes to «In Aggregate.»
3. GIS MT verifies whether the SSCC exists in the system, whether the codes belong to this specific participant in goods turnover, and whether they are already listed in another aggregation record.
4. Following successful validation, the SSCC can be specified in the customs declaration.

When completing a customs declaration for goods (DT), information on the means of identification is entered in Column 31 in accordance with Decision of the Customs Union Commission No. 257 dated May 20, 2010, «On the Form of the Goods Declaration and the Procedure for Filling It Out» (hereinafter — KTS No. 257). When the declaration is filed, the Federal Customs Service (FCS) system sends an automatic query to GIS MT: does the specified SSCC exist, does it belong to the declarant by Tax Identification Number (INN), and do the enclosed goods match the declared HS code (TN VED — the EAEU commodity nomenclature for foreign trade). If the check fails, automatic registration and automatic release of the declaration are blocked.
For road transport imports, preliminary information is submitted two hours before arrival at the checkpoint and already includes SSCC fields. A correct code allows the inspector to verify the cargo with a scanner without breaking open the truck body. This is the foundation of «green corridor» technology.
Alongside KITU, regulatory documents reference the ATC (Aggregated Customs Code) — a Russian-specific virtual identifier that GIS MT generates at the importer’s request. It allows goods from different boxes to be combined into a single line of the declaration. For full process automation, it is preferable to work with KITU: it is physically present on the cargo and can be verified at the TSW without additional queries to the system.

Liability for Marking Errors

The absence of an SSCC or errors in its structure are flagged by the customs Risk Management System (RMS) as a risk indicator. Activation of a risk profile triggers a mandatory «Customs Inspection» measure.
A full physical inspection of a truck involving complete unloading takes one to three days. Handling operations at the TSW and vehicle downtime cost between 1,000 and 2,000 euros per transport vehicle. Administrative liability applies regardless — even if the inspection ultimately confirms that the cargo matches the declaration.
Article 15.12 of the KoAP RF applies when aggregation codes do not match the actual contents of the packaging — for instance, in cases of product assortment discrepancy inside a pallet. For introducing goods into circulation in violation of the marking procedure (Part 1), the fine for legal entities ranges from 50,000 to 100,000 rubles, with confiscation of the item of the violation. For the sale, storage, or transportation of unmarked goods for commercial purposes (Part 2), the fine ranges from 50,000 to 300,000 rubles with confiscation. Court practice shows that confiscation is applied frequently, particularly regarding footwear, perfumes, and electronics.
Article 16.2 of the KoAP RF applies in cases of inaccurate declaration. If goods physically present under an SSCC declared in the DT differ from the data recorded in GIS MT, this is classified under Part 1 (non-declaration) or Part 3 (inaccurate information regarding prohibitions and restrictions). The fine for legal entities under Part 1 ranges from one-half to double the value of the goods, with potential confiscation.
A separate scenario worth examining: repacking at transit warehouses. If a shipment is re-sorted onto new pallets in Lithuania, Turkey, or Kazakhstan, the old SSCCs are removed and new ones are created. If the consolidation warehouse operator fails to provide the importer with the accurate data on the new SGTIN-SSCC links, the importer uploads outdated records into GIS MT. At Russian customs, the inspector scans the new code and cannot find it in the database.

What to Do

Verify GS1 membership and the company prefix. Confirm that the foreign supplier is registered with their national GS1 organization and is generating SSCCs correctly. Request the XML file containing the code hierarchy before the cargo is shipped — not after it arrives in the Russian Federation.
Include technical label requirements in the contract. Specify a minimum X-dimension of no less than 0.495 mm, a minimum bar height of 32 mm, thermal transfer printing as the only permitted technology, and label placement on top of the final layer of stretch wrap on two adjacent sides of the pallet. Reference GOST ISO 15394-2013 explicitly.
Upload aggregation data into «Chestny ZNAK» at least two business days before crossing the border. XML file transmission and GIS MT validation take time. Doing this on the day the declaration is filed means any system failure will stop the cargo at the border itself.
Monitor repacking operations at transit warehouses. Include in the freight forwarder agreement a strict obligation to notify you of any change to the SSCC along with transmission of the updated code hierarchy. Discrepancies between physical codes and GIS MT data are statistically the most common cause of import delays.
Exercise the right to a preliminary inspection before filing the declaration. Article 84 of the EAEU Customs Code allows goods to be inspected at the TSW prior to submitting the declaration. Cross-check the physical codes on the pallets against the invoice and the aggregation data uploaded into the system. If discrepancies are found, declare a customs warehouse procedure to correct the markings and re-aggregate the data in «Chestny ZNAK.»

For the customs control system, an SSCC error means a break in traceability. Companies that build an end-to-end data chain from the manufacturing plant to the Russian warehouse pass through the border under the green corridor regime. Those who leave marking to the discretion of the freight forwarder regularly face fines and lose their goods.
