How to Get a Rosselkhoznadzor Veterinary Import Permit Through Argus — Free, 3 to 15 Business Days


Among the licensing procedures in Russian foreign economic activity (FEA), the veterinary import permit stands completely apart. Here, you cannot afford to be a week late and «finish it later»: the cargo will stand stranded at the border, the inspector will be waiting for the document in the system, and customs will refuse clearance. At the same time, the procedure itself is transparent and predictable if you understand how it is structured from the inside.
«Argus» is an automated component of the Federal State Information System in the Field of Veterinary Medicine (FGIS «VetIS» (hereinafter — VetIS)), through which Rosselkhoznadzor manages the flow of supervised goods along the entire path from application submission to crossing the border. Understanding how it works means understanding the core logic of veterinary surveillance as a whole.

What Lies Behind the Permit

Before the advent of «Argus,» import permits were issued through paper correspondence with territorial departments of Rosselkhoznadzor. This process took weeks and opened up extensive opportunities for abuse. Since 2011, Order of the Ministry of Agriculture of the Russian Federation No. 404 dated 07.11.2011 (hereinafter — Order No. 404, registered with the Ministry of Justice of Russia on 16.12.2011 under No. 22652) established an electronic procedure for providing this state service. Permits began to be issued through Rosselkhoznadzor’s Automated Information System (AIS). Its specific subsystem for FEA participants is called «Argus.HS» (where HS stands for «хозяйствующий субъект,» or business entity).
A permit is mandatory for importing goods from the list established by Decision of the Customs Union Commission No. 317 dated 18.06.2010 «On the Application of Veterinary and Sanitary Measures in the Eurasian Economic Union» (hereinafter — Decision No. 317). This document defines exactly which goods are subject to veterinary control: meat and meat products, fish and seafood, live animals, feed and feed additives, veterinary medicines, genetic material. If your product’s TN VED code falls into the relevant list of Decision No. 317, a permit is compulsory. Two exceptions: finished food products of animal origin in original factory packaging imported by an individual up to 5 kg for personal use, and aquatic biological resources of Russian origin without temporary storage in third countries.
It is useful to understand the relationship between these two key documents. Decision No. 317 establishes the supranational veterinary requirements of the EAEU: what exactly must be safe and why. Order No. 404 describes the Russian administrative procedure: how to obtain the document confirming the right to import. Both operate simultaneously and do not contradict each other.

How the Argus System Is Structured

VetIS includes several interconnected subsystems. For an FEA participant, the central one is «Argus.HS,» but it does not function in isolation.
«Tserber» — the registry of supervised objects (warehouses, cold storage facilities, processing plants). Without an active entry about your warehouse in «Tserber,» you cannot create an application in «Argus»: the system simply will not allow you to specify the cargo’s destination. Attestation of a warehouse in «Tserber» is a strict prerequisite that must be completed before starting work with «Argus,» not in parallel.
«Mercury» — the system for domestic electronic veterinary certification. After the cargo has crossed the border and the inspector at the checkpoint has recorded the import, any further movement of the goods through the territory of the Russian Federation must be accompanied by electronic veterinary accompanying documents (eVSD) issued in «Mercury.» The permit in «Argus» and the eVSD in «Mercury» are processed sequentially, not as alternatives.
«Argus.VU» and «Argus.PVKP» — the interfaces used by regional veterinary departments of the constituent entities of the Russian Federation and border control points. Importers do not see these interfaces, but they explain where delays originate during «manual» application approvals.
Permits are issued for a calendar year. You can apply for the next year starting from December 1 of the current year — a direct provision of paragraph 8.1 of Order No. 404. Missing this window is critical: without a valid permit for the upcoming year, supply chains halt on January 1.

How to Submit an Application and What Happens Next

Before working in «Argus,» you must register with your local Territorial Department of Rosselkhoznadzor. You will need to provide organization details (corporate name, INN, OGRN, KPP, legal and actual addresses), passport data and the SNILS of the designated system administrator, as well as a list of employees with differentiated access rights. Rosselkhoznadzor assigns login credentials for the AIS after reviewing the package. This procedure is free of charge.
An application is generated within the «Argus.HS» interface and undergoes several automatic validations before a human inspector ever sees it. The system automatically cross-references the presence of epizootic restrictions in the exporting country, the status of the manufacturing plant in the Register of Third-Country Enterprises, and the compliance of the recipient warehouse with the declared category of goods in «Tserber.» If even one of these parameters fails, the application is blocked at the creation stage.

The application must specify the following:
1. The TN VED code and name of the goods according to the VetIS classifier.
2. The exporting country and the specific manufacturing enterprise (selected exclusively from the registry; manual text entry is impossible).
3. The planned import volume for the entire calendar year.
4. Designated border checkpoints.
5. The recipient warehouse selected from the objects linked to the business entity in «Tserber.»

For veterinary drugs, the registration certificate number will additionally be required: the system automatically verifies it against the state register of medicines for veterinary use. For feed additives, the registration number and information regarding the presence of GMOs are mandatory.
After submission, the application is routed via one of two scenarios. The first: automatic. For low-risk products originating from countries with no active restrictions, the system issues a decision within 3 business days. The second: manual approval. For live animals, raw meat, live fish, and feed, the application passes through the veterinary department of the respective subject of the Russian Federation and subsequently through the central apparatus of Rosselkhoznadzor. The maximum processing period under paragraph 9 of Order No. 404 is 15 business days.
The finalized permit is published within the AIS and immediately becomes accessible to all participants in the process: border inspectors, customs officials, and regional veterinary authorities. The importer does not need to print or carry a physical copy anywhere.
The quota specified in the permit is consumed automatically: each time a border inspector logs the import of a specific batch, the system deducts its exact weight from the total permitted volume. Importing in excess of the approved volume is technically impossible: «Mercury» will block the issuance of an eVSD for any batch that exceeds the remaining balance.

Grounds for Refusal

Order No. 404 contains a closed, exhaustive list of grounds for refusal (paragraph 18.1). These are specific, hard-coded situations, not subjective criteria.
A refusal is issued if:
the exporting organization is missing from the Register of Third-Country Enterprises or its operational status is listed as «restricted»;
temporary veterinary restrictions have been introduced for the country or the specific manufacturing enterprise;
a quarantine has been declared in the destination region for a disease of which the imported product may be a carrier;
the veterinary authority of the exporting country has failed to confirm the details stated in the application;
the regional veterinary body has failed to confirm its readiness to accept the cargo;
inaccurate data is identified in the application, or the file is signed by an unauthorized person.

Suspension differs from refusal: it is an intermediate status during which an already active permit temporarily ceases to operate. Rosselkhoznadzor is authorized to implement a suspension for up to 30 days if violations are detected during import, if information is received from the World Organisation for Animal Health regarding an outbreak of a dangerous disease, or if batches of goods systematically fail to comply with the uniform veterinary requirements of Decision No. 317.
A permit is not a permanent guarantee. Having obtained it in January, a company risks losing it in March if the supplier falls under restrictions or a disease breaks out in the exporting country. Monitoring the epizootic situation via the official Rosselkhoznadzor website is a standard part of operations for any serious importer.

What to Do

Register in the system well before starting deliveries. Prepare your corporate package for the Territorial Department of Rosselkhoznadzor: INN, OGRN, KPP, legal and actual addresses, along with passport data and the SNILS of the designated system administrator. Without this, an application cannot be generated, and registration itself takes several business days — so start early.
Register and certify your warehouse in «Tserber» in advance. The physical attestation of a facility takes time. Verify that the warehouse’s recorded specialization matches the exact category of the imported goods: a facility attested for meat storage will not be accepted for importing live fish.
Verify the operational status of the manufacturing enterprise in the Register of Third-Country Enterprises before negotiating with the supplier. Do this before entering negotiations, not after signing the contract. The registry is publicly available on the Rosselkhoznadzor website (fsvps.gov.ru). If the plant is not listed or carries an active restriction, Rosselkhoznadzor will not issue a permit under any circumstances.
Submit applications for the upcoming year starting from December 1. Do not wait until January. Veterinary drugs and feed require manual approval, which takes up to 15 business days and can stretch further in force majeure situations. A useful operational practice: duplicate the application from the previous year, verifying the current relevance of each field — the exporting plant’s status may have changed.
Consistently track the remaining quota through the «Argus.HS» personal account. When 70–80% of your approved volume has been consumed, submit an application to amend the current permit or prepare a new one. «Mercury» strictly blocks the import of any batch that exceeds the remaining balance.

A veterinary import permit is a signal to the state system that you assume responsibility for bringing a specific product from a specific country, from a specific enterprise, in a precise volume. With proper preparation, the system works quickly and predictably. If the sequence of steps is broken, your cargo simply stops and waits.
